Time to power

Reading order

Draw four bars before you accept a single date: power, planning, environment and construction. Mark which bar is waiting on which paper. Name the network owner and the latest connection-file state from the grid-connection note. Name the municipal plan status from Boverket’s Planning and Building Act guidance. Name the environmental questions from Naturvårdsverket’s Environmental Code pages. Then read the press date.

Classify that date as a target, an advisor estimate, or a contracted milestone. evroc’s 3 February 2025 notice stated an aim to break ground in the first half of 2025 and operate in the second half of 2026. Those are company expectations until a later primary source confirms the event. Microsoft’s Sweden region opened 16 November 2021 and AWS Europe (Stockholm) opened 12 December 2018 — those are historical opening dates, not templates for the next hall in Gävle or Staffanstorp.

Parallel tracks

Power studies and reinforcements sit with the network owner and, for some loads, with Svenska kraftnät. They have their own queues and their own equipment lead times. Planning sits with the municipality under the Planning and Building Act. Environment sits with the Environmental Code and the investigations it triggers. Construction sits with the contractor once land and design are far enough along. The four bars overlap. They are not a single Swedish queue.

A two-year reinforcement can sit behind a twelve-month construction slogan. A detaljplan that does not yet allow the use can sit behind a land purchase. evroc’s Arlandastad notice is a land and building-rights step with a GPU design envelope and no published megawatt figure; the power bar may still be the long one, or the plan bar may be, and this register will not invent which. Foreign buyers may also have an Inspektionen för strategiska produkter screening file. That file is another bar, not a substitute for the wires.

Heat-reuse agreements, where they exist, are yet another interface. GleSYS’s Falkenberg notice records heat delivery to Falkenberg Energi from 1 October 2020. That is a dated operations fact for that hall. It is not a schedule template for a new hall in Falun or Staffanstorp, and it does not tell you when the next industrial plot will be energized.

Three kinds of dates

A target is what the company or the municipality hopes. An estimate is an advisor’s scenario with stated assumptions. A contracted milestone is a dated obligation in an agreement. Press releases almost always print the first. Board papers sometimes print the second. Only the third belongs in a model as a commitment, and only after someone has read the contract.

Historical openings can be stored as events once a primary source states them. Conapto opened Stockholm 4 South on 5 September 2024. Microsoft opened its Sweden region on 16 November 2021 and named Gävle, Sandviken and Staffanstorp. AWS Europe (Stockholm) opened on 12 December 2018. Those dates do not generate a Swedish mean, and they do not tell you the critical path for a hall in Boden or Falun that has not yet applied.

Company aims that have not yet been confirmed as events stay labelled as aims. evroc’s first-half 2025 groundbreaking and second-half 2026 operation sentences are in that class until a later primary source confirms the event. DataCenterSweden will not convert an aim into a completed opening by arithmetic, and it will not invent a megawatt figure the notice does not print.

What named primary sources show

Svenska kraftnät’s capacity-map page shows why a map colour cannot be a schedule. The map is indicative, does not replace formal connection, and does not show underlying-network capacity. A cell near Luleå or Falkenberg is therefore not a month count. Boverket’s Planning and Building Act guidance and Naturvårdsverket’s Environmental Code pages show the parallel statutory tracks. They do not publish a universal number of months for a data-center detaljplan or an environmental assessment.

evroc’s 3 February 2025 Arlandastad notice is the primary source for the land and building-rights purchase, the GPU design envelope, the investment intention, and the groundbreaking and operation aims. It is not a source for a published megawatt figure or for a contracted energization milestone. Conapto’s 5 September 2024 notice is a source for an opening event in south Stockholm. Microsoft’s 16 November 2021 materials and AWS’s 12 December 2018 launch pages are sources for those region openings, including Microsoft’s named municipalities and AWS’s unpublished municipality.

Inspektionen för strategiska produkter publishes the foreign-direct-investment screening starting page. That page is relevant when a foreign buyer is in the file for a hall in Stockholm, Luleå or Staffanstorp. It is not a Swedish average for time to power, and it is not a substitute for the network owner’s study calendar or for Boverket’s plan track.

Common misreads

The first misread is to treat a press groundbreaking as energization. Construction start and load under voltage are different events. The second is to treat Microsoft’s 2021 opening or AWS’s 2018 opening as a Swedish mean. Those are two historical dates in different bidding areas, and AWS does not even publish a municipality. The third is to treat evroc’s 2026 operation aim as a contracted milestone.

The fourth is to hide a reinforcement or a detaljplan behind a hall construction slogan for Falun or Staffanstorp. The fifth is to treat a municipal welcome in Boden or Gävle as a dated obligation. The sixth is to invent a national number of months because the sources above refuse to print one. Refusal to print an average is a fact about the sources, not a gap to be filled.

What to ask next

Ask which of the four bars is on the critical path today, and which paper that bar is waiting for. Ask the network owner whether the energization date is a target or a contract milestone, and which reinforcements sit in front of it. Ask the municipality which plan instrument is required and whether it already allows the use. Ask which environmental investigations have been triggered.

If a foreign buyer is in the file, ask whether an ISP screening file exists and what date it carries. If the pack only has a press aim — as with evroc’s 2025 notice — label it as an aim. Then return to the grid-connection note for the owner letter and to the capacity note for the megawatt noun. A date without those two attachments is a slogan.

• Which environmental investigations have been triggered?

What this does and does not prove

This note proves that time to power in Sweden is a set of parallel tracks, not a national average, and that dates must be labelled as targets, estimates or contracted milestones. It proves that evroc’s 2025 aims, Conapto’s 2024 opening, Microsoft’s 2021 opening and AWS’s 2018 opening are different kinds of dates. It proves that Boverket, Naturvårdsverket, network owners and, where relevant, ISP hold papers that can move the critical path.

It does not prove how many months a hall in Luleå, Boden, Gävle, Falun, Stockholm, Falkenberg or Staffanstorp will take. It does not invent permit outcomes or reinforcement calendars. It does not convert a map colour into a schedule. Those answers, if they exist, sit in named files and have to be read rather than inferred from a press slogan.
