What to take to the first meeting

The working brief is a preparation aid that you can copy or download. It gathers project inputs without submitting an application. Begin with what you know and use the missing-field list to divide the remaining research between the site owner, designer and network contact.

Describe import at the connection point, including cooling and other facility loads. If your starting point is an IT requirement, ask the designer to explain the conversion and the peak-load assumptions before entering a grid-import figure. Identify the first phase and full development separately, and describe how the load is expected to ramp between them.

1. Identify the municipality, property reference and relevant network contact.
2. Prepare initial and ultimate import requirements, load profile and requested dates.
3. Bring a site plan and references to land, planning and earlier grid correspondence where available.
4. Ask which technical documents are required for the formal application and who owns each next step.
5. Record the meeting date, outstanding studies, conditions and the next written response expected.

Reading order

Name the owner and the voltage before you read a marketing sentence. The counterpart for a hall in Falkenberg is not automatically the counterpart for a hall in Luleå, and neither is automatically Svenska kraftnät. Write the requested import, the point of connection and the date of the latest letter. Then classify that letter: inquiry reply, reservation, signed agreement, or something weaker.

Only after that classification should you read press claims that power is secured. EcoDataCenter’s Falun marketing sentence about available power is a dated operator row, not a template for the next plot. evroc’s 3 February 2025 Arlandastad notice is a land and building-rights purchase with company aims for groundbreaking and operation; it is not a published megawatt connection agreement. Keep Boverket’s planning track and Naturvårdsverket’s environmental track in parallel folders. They can sit on the critical path. They are not the network agreement.

• Keep planning and environment in parallel, not in the connection folder.
• Treat the indicative transmission map as a prompt, never as the application.

The connection file, step by step

Early dialogue is useful and is not a grant. A formal application creates a dated request for a specified import at a specified point. Studies may then sit at the local or regional level and, for very large loads, further up. Reinforcements, if required, have a payer and a critical path. Contracts allocate rights and conditions. Energization is a later physical fact. Each of those states can be true while the others are not.

Flexibility or curtailment conditions, if they exist, belong in the same file as the megawatt number. A headline import that is silent on conditions is an incomplete sentence. Time targets in a press release are not contract milestones unless the contract says so. The time-to-power note treats that date problem at more length. Here the rule is shorter: ask whether the date is a hope, an advisor estimate, or an obligation.

Municipal planning under Boverket’s Planning and Building Act guidance and environmental assessment under Naturvårdsverket’s Environmental Code pages can stop or delay a hall even when a network letter is encouraging. They remain different authorities. A welcome in Gävle or Staffanstorp does not bind the wires. A network reservation does not grant a building permit, and a building permit does not energize the tap.

When Svenska kraftnät is in the file

Transmission-level dialogue appears for very large loads. That conversation is still not the indicative capacity map. The map is a national layer that Svenska kraftnät itself says does not replace the formal connection process and does not show underlying-network capacity. Keep the local or regional owner in the file even when a transmission conversation is public.

A reader looking at Luleå, Boden or a Stockholm-area load should therefore ask which company is the counterpart at which voltage, and which paper is the latest. Seeing Svenska kraftnät in a press sentence does not retire the regional owner. Seeing a green cell on the map does not create an application. The application is the application.

What named primary sources show

Svenska kraftnät’s capacity-map page is the primary source for the map’s own limits. It is the right citation when a brochure treats a colour as a reserved tap near Luleå or Falun. It is the wrong citation when someone asks what import a named owner has offered to a named plot. That answer is not on the map page.

EcoDataCenter’s Falun marketing page about future available power is a dated operator sentence. The 2025 annual report states commissioned buildings and later campus sentences as separate rows. Those rows must not be added together, and they are not a connection offer to a neighbour. GleSYS’s 2020 Falkenberg press notice records a utility figure and the start of heat delivery to Falkenberg Energi on 1 October 2020; a later operator page states a different megawatt figure. Keep the two dates.

evroc’s 3 February 2025 notice records a land and building-rights purchase at Arlandastad, a design envelope in GPUs, an investment intention, and company aims to break ground in the first half of 2025 and operate in the second half of 2026. It does not publish a megawatt connection figure. Boverket and Naturvårdsverket pages show the parallel planning and environmental tracks that can still sit on the critical path after a network letter exists.

Common misreads

The first misread is to treat the indicative map as the application. Svenska kraftnät says it is not. The second is to treat a press sentence that power is secured as the agreement. The third is to treat a municipal welcome in Boden, Gävle or Staffanstorp as if the municipality could bind the network owner. The fourth is to treat a land purchase — evroc at Arlandastad — as if the wires were already contracted at a published megawatt figure.

The fifth is to copy an operator’s dated utility number onto the next plot. GleSYS’s Falkenberg rows are about that operator’s hall and its heat delivery to Falkenberg Energi. They are not a public spare list for Halland. The sixth is to hide flexibility conditions behind a single megawatt headline. If curtailment is in the letter, the letter is incomplete without it.

Questions for the network owner

Write the answers into the project file with dates. If the owner will not put a number on paper, record that as a gap. Do not fill the gap from Energimyndigheten’s national mix, from an SE1–SE4 hour, or from a neighbouring operator campus in Luleå, Falun or Stockholm. • What is the requested import capacity, voltage and point of connection?
• Is the latest written position an inquiry reply, a reservation, or a signed agreement?
• Which reinforcements, if any, sit on the critical path — and who pays?
• What is the dated target for energization, and is it a target or a contract milestone?
• Are there curtailment or flexibility conditions?

Decision file to collect

Use this list before you treat a Swedish plot as connectable. Each item needs a date, a letterhead and a named counterpart. If the item is missing, write “not in the file” — not “not publicly disclosed,” unless you actually checked the owner’s latest letter. Svenska kraftnät’s capacity-map page (cited below) is a prompt, not item 3.

1. Named network owner at the voltage you actually need, plus the cadastral unit or point of connection.
2. Requested import in MW, with IT versus facility versus site labelled — or labelled unknown.
3. Latest owner paper: inquiry reply, reservation, signed agreement, or energization record.
4. Any reinforcement, cost-sharing or flexibility condition written in that paper.
5. Dated energization target, marked as hope, estimate or contract milestone.
6. Parallel municipal detaljplan / bygglov status (Boverket explains the instrument; the municipality holds the file).
7. Parallel environmental-assessment status (Naturvårdsverket explains the track; the county board or municipality holds the file).
8. A decision: proceed, pause, or ask again — with the gap that still blocks a yes.

What each paper proves

The same megawatt unit appears on marketing pages and on contracts. The paper type decides what you may conclude. Operator notices can name a counterpart — atNorth’s 29 January 2026 SWE02 notice names Ellevio for a new substation — without publishing the agreement. Google’s Horndal pages state construction after the June 2026 groundbreaking and do not publish a numbered connection.

Next step

Write the five owner answers into the project file with dates. Then open the capacity note to label the number you received, and the time-to-power note to label the date. If both answers are silent, the honest status is that connection is still being asked for. Do not fill the gap from a map colour, an SE1–SE4 hour, or a neighbouring campus in Luleå, Falun, Horndal or Stockholm.

What this does and does not prove

This note proves that Swedish grid connection is a sequence of papers, not a map colour, and that Svenska kraftnät’s indicative map is framed by its publisher as non-substituting. It proves that operator rows — Falun marketing and annual-report sentences, Falkenberg utility dates, Arlandastad land rights — must be kept as dated statements about those projects. It proves that planning and environment are parallel tracks, not substitutes for the network letter.

It does not prove that any named plot can connect, or when. It does not invent a queue position, a reinforcement cost, or a permit month. It does not publish a live spare-megawatt layer for Luleå, Boden, Gävle, Falun, Stockholm, Falkenberg or Staffanstorp. Those answers, if they exist, sit in the network owner’s file and have to be asked for.
