Reading order

Read the file as six bars on one page, not as a single queue. Land control, grid studies and reinforcements, municipal plan instruments, environmental notifications or permits, long-lead equipment, and hall construction each have their own papers. A project can be green on land and red on the wire. Another can have a constructive network letter and still sit before samråd on a new detaljplan.

For each bar, write the last dated paper and the next paper that would unlock work. “In dialogue” is not a paper. “Power secured” in a press release is not a paper unless you can attach the agreement. When a company publishes only one bar — a land purchase, an opening date, a hectare figure — write the others as unknown. Unknown is a finding. It is not a hidden green.

Then mark dependencies between bars. Startbesked generally waits on bygglov. Bygglov generally waits on a detaljplan that allows the use, or on a separate PBL examination where no plan applies. Energization waits on the network owner’s process, which may wait on reinforcements that wait on land rights. Do not hide a multi-year reinforcement behind a twelve-month construction slogan. Draw the wait on the bar that owns it.

Why Swedish tracks run in parallel

Swedish establishment is several files moving at once because several institutions decide different things. The municipality runs plan and building procedure under PBL. The network owner runs the connection file. Svenska kraftnät appears at transmission level; its indicative capacity map does not replace that file and does not show underlying-network capacity. Environmental authorities run Environmental Code questions. ISP may screen a foreign investment. Those clocks are not slaved to one project manager’s Gantt.

PBL itself is already a chain inside one bar. An översiktsplan is guidance. A detaljplan, if needed, has investigations, samråd, granskning, antagande and a path to laga kraft. Bygglov examines a specific building against that plan. Startbesked is a later notice that works may begin. Occupancy, technical commissioning and commercial IT availability are later still. Collapsing those words into “permit granted” in month twelve invents a calendar.

Grid time is a different chain. Early dialogue, formal application, studies, possible reinforcements, contracts and energization are different papers. Bidding areas SE1 Luleå, SE2 Sundsvall, SE3 Stockholm and SE4 Malmö explain wholesale-price constraints. They do not tell you when a transformer will be live. A cheap hour in one area does not shorten a reinforcement that has not been scoped.

Environment can sit on the critical path without anyone having drawn it. Cooling water, backup fuel and noise each have their own undersökning, anmälan or tillstånd question. Plan-stage environmental screening is another paper again. A project that treats “sustainability” as a finished bar has not named the authority or the ordinance. The red bar is the unnamed one. Name the authority before you colour the cell.

What named primary sources show

Boverket’s PBL knowledge bank is the official sequence for plan and building papers. Svenska kraftnät’s capacity-map pages state that the map does not replace formal connection and does not show underlying-network capacity. Naturvårdsverket’s Environmental Code guidance is the starting page for the environmental bar. Energimarknadsinspektionen explains bidding areas. Those four sources give mechanisms. None of them publishes a national month count that this register can reprint as a constant.

evroc’s 3 February 2025 notice is a worked example of labelled dates. It records a land and building-rights purchase at Arlandastad, a design of up to 16,000 GPUs, a stated investment intention, and company aims to break ground in the first half of 2025 and operate in the second half of 2026. This register keeps those dates as company expectations until a later primary source confirms the event. The notice does not state megawatts and does not document startbesked.

Microsoft’s Sweden region opened on 16 November 2021 in a named announcement covering Gävle, Sandviken and Staffanstorp. That is an opening date for that region, not a template for the next hall’s grid bar. AWS Europe (Stockholm) opened on 12 December 2018; the cited launch pages do not name the municipality. An opening date without a municipal file is one green bar and several unknown bars. atNorth’s SWE04 hectare figure and Meta’s 2013 Luleå campus likewise answer one bar each.

Common misreads

The first misread is to publish a Swedish average. There is no sourced national constant in this register for months to detaljplan, months to connection or months to startbesked. Importing an “18-month” or “24-month” figure from another market, or from a sales conversation, would invent a timeline-as-constant. If a municipality or a network owner has written a dated target, label it as their target and keep the other bars visible.

The second misread is to treat a single public date as the whole file. A land closing, a region opening or a heat-delivery start is one event. evroc’s aims, Microsoft’s 2021 opening and GleSYS’s 1 October 2020 heat start each document something real. They do not document the other five bars for those projects, and they do not document yours.

The third misread is to assume parallel tracks finish together because they started together. Samråd can close while a reinforcement study has not. A bygglov can be granted while startbesked waits on a control plan. A connection agreement can be signed while long-lead transformers have no factory slot. The critical path is an empirical finding, not a branding choice. Re-draw it when a new paper arrives.

What to ask next

Ask each counterpart for the next paper, not for a warmer adjective. The network owner: latest written position, reinforcements, who pays, and whether the energization date is a target or a contract milestone. The planning office: detaljplan stage, investigation list, and whether laga kraft has been recorded. The environmental office: which topics are anmälan or tillstånd. The contractor: which kit is on a factory slot.

Ask your own team which event a date refers to. Ground-break, startbesked, first energization, IT commissioning and commercial availability are five events. evroc’s H1 2025 and H2 2026 sentences are a reminder to keep the label on the date. If two bars claim the same month without naming the paper, one of them is still unknown. Write the event name next to the month.

• Which bar is on the critical path this month, and who said so?
• Is every public date labelled target, estimate or contract?
• Which PBL stage is live: samråd, granskning, bygglov, startbesked?
• Which reinforcements, if any, have no written duration even as a target?
• What event would you accept as “open” — and is that event in a contract?

What this does and does not prove

This page offers a dependency structure for a Swedish establishment file. It does not publish a universal timeline, a typical detaljplan duration or a national time-to-power. It does not convert a company aim into a completed event. It is not a project schedule, not a critical-path calculation and not legal advice. Use it to label papers, not to invent months.

DataCenterSweden does not run any of the bars. Cited opening dates, land purchases and heat-delivery starts are those sources’ dated facts. They prove that those events were stated. They do not prove the state of the other bars on those projects, and they do not prove yours. The useful drawing remains the one where every red cell still names a missing paper.
