Who does what

Reading order

Start every Swedish file with a named organisation and a named paper. If you cannot name the organisation, you do not yet have a counterpart. “The county,” “the grid” and “Stockholm” are geographies. They are not letterheads. Write the municipal office, the network company, the länsstyrelse unit or the court that would actually receive the next submission. Geography is context; letterhead is the counterpart.

Separate guidance publishers from decision-makers. Boverket comments on the Planning and Building Act. Naturvårdsverket comments on the Environmental Code. Energimarknadsinspektionen explains bidding areas and supervises parts of the electricity market. Energimyndigheten describes the national system. Skatteverket administers energy tax. Those pages belong in the data room. They do not grant a detaljplan, a connection or a tillstånd. Keep them labelled as guidance.

Then separate advisors from counterparties. Project counsel, a grid consultant, an acoustician and a planner produce dated opinions. A kommunalråd, a business-development officer and a landowner produce other kinds of sentences. Only some of those sentences are decisions. Record the role before you record the warmth of the meeting. A friendly hour does not fill an empty column in the role matrix.

• Mark guidance versus decision versus commercial talk.
• Do not address a connection request to the plan architect.
• Do not treat a consultant memo as a municipal stamp.

Roles in the Swedish file

The municipality holds the planning monopoly for detaljplaner and examines bygglov. Inside the municipality, planning, building, environment, streets, water-and-sewer and district heating can be different offices and sometimes different companies. An översiktsplan is guidance from the planning role. A detaljplan, after samråd, granskning and antagande, binds land use. A granted bygglov is not a startbesked. A welcome from a politician is not antagande. Ask which nämnd or kommunfullmäktige decides the paper in front of you.

The local or regional network owner answers the connection file at the property: inquiry, studies, possible reinforcements, agreement and energization. Svenska kraftnät operates the transmission network and publishes an indicative capacity map that does not replace formal connection and does not show underlying-network capacity. Energimarknadsinspektionen explains SE1 Luleå, SE2 Sundsvall, SE3 Stockholm and SE4 Malmö as bidding areas that show wholesale-price constraints. Those areas do not allocate spare megawatts to a plot and they do not make Svenska kraftnät the municipal planner.

Environmental roles split by case. The municipal environmental committee often handles local supervision and many notifications. Länsstyrelsen comments on plans for national interests, shoreline protection and related matters, can överpröva certain adopted plans, and handles a large class of Environmental Code permits. Mark- och miljödomstolen hears many plan and environmental appeals and some first-instance water cases. Naturvårdsverket publishes guidance. Naming “the environmental authority” without the organisation is still an empty cell.

Other national bodies enter only for their statute. ISP screens certain foreign direct investments; whether a filing is required depends on the activity and the investment structure. Skatteverket administers energy-tax rules that counsel must read before anyone treats them as a bill. Specialists — counsel, grid consultant, acoustician, planner, kontrollansvarig — advise and prepare. They do not adopt a plan, energize a bay or close an anmälan unless they have been given that statutory role, which they almost never have.

• Network owner — connection file at the property.
• Svenska kraftnät — transmission and indicative maps.
• Länsstyrelse / environmental committee / land and environment court — as the case requires.
• ISP — foreign-investment screening when the statute reaches the deal.
• Boverket, Naturvårdsverket, Ei, Energimyndigheten, Skatteverket — guidance or tax administration, not your site stamp.
• Named specialists — dated opinions, not decisions.

What named primary sources show

Boverket’s PBL knowledge bank is the official commentary for municipal plan and building roles, including översiktsplan, detaljplan, samråd, granskning, bygglov, startbesked and laga kraft. Svenska kraftnät’s capacity-map pages state the limit of the transmission map. ISP’s foreign-direct-investment pages are the official explanation of screening. Naturvårdsverket’s Environmental Code guidance and Energimarknadsinspektionen’s bidding-area pages complete the national starting set. Read the letterhead. Do not collapse those sites into one “Swedish authority” inbox.

Operator materials show how a location name is not a counterpart. Microsoft’s 16 November 2021 announcement names Gävle, Sandviken and Staffanstorp without reproducing those municipalities’ decisions or the network owners’ agreements. AWS’s 12 December 2018 Europe (Stockholm) launch pages do not name the municipality on the cited texts. Meta’s Luleå page describes an operator campus. evroc’s 3 February 2025 notice names a land and building-rights counterpart at Arlandastad; it does not name a granted bygglov.

When an operator names a heat customer, that customer is a commercial counterpart, not a planning authority. GleSYS’s 1 October 2020 heat-delivery start to Falkenberg Energi is a dated delivery fact. It does not make the heating company the network owner or the byggnadsnämnd. atNorth’s Sweden pages describe SWE01 and a Sollefteå development; they describe an operator, not the municipal office that would adopt a plan.

Common misreads

The first misread is to treat “Sweden” as a single counterparty that can welcome, connect and permit in one letter. No such letterhead exists. A second misread is to treat Boverket or Naturvårdsverket as if they adopted the detaljplan or issued the generator notification. They publish guidance. The municipality and the competent environmental body decide the case in front of them.

A third misread is to treat Svenska kraftnät’s map, or a cheap hour in SE1, as the network owner’s answer. Transmission and distribution are different companies. A fourth is to treat DataCenterSweden or an affiliated advisor as an authority. This publisher records sources. It does not grant laga kraft, startbesked or a connection agreement. Silence on a marketing site is not a clearance from ISP.

A fifth misread is to assume the land seller is also the network counterpart or the municipal decision-maker. Sometimes one municipal group wears several hats. Write the hat. A sixth is to treat a consultant’s optimistic memo as if länsstyrelsen had already written it. Named, dated opinions belong in the file. They borrow no one else’s stamp. Keep the consultant row separate from the authority row.

What to ask next

Build a one-page matrix with six columns: role, organisation, named person if you have one, latest paper, date, and what remains untested. Fill it for municipality (plan and building separately if the offices differ), network owner, Svenska kraftnät if transmission is live, environmental body, ISP counsel’s conclusion, and each specialist. Empty cells are the work programme. Do not colour an empty cell to make the page look finished.

Ask each organisation what it does not decide. The planning office will not sign the connection agreement. The network owner will not adopt the detaljplan. ISP will not grant startbesked. Putting that negative on paper prevents the most common Swedish file error: one enthusiastic meeting treated as four missing decisions. Ask for the refusal in writing if the organisation will give it.

• Which environmental body has been asked, if any?
• Has counsel dated an ISP-scope conclusion?

What this does and does not prove

This page is a role matrix for a Swedish establishment file. It names institutions that actually appear in primary sources and it separates guidance from decision. It does not assign decision rights beyond that orientation, does not rank municipalities and does not clear an investment. It is not legal advice and not a substitute for the current pages of the named authorities.
